Does my small office or shop really need this?

If the building pre-dates 2000 and you control any of it, yes; Regulation 4 doesn’t have a small-business exemption. The proportionate response for a modest unit is a modest survey; the duty is about knowing and managing, not gold-plating.

The individual flats are domestic and outside the duty; the communal areas, hallways, stair cores, meter cupboards, roof voids and boiler rooms, are firmly inside it. That’s precisely where era-typical materials sit, and it’s the survey block managers most commonly lack.

Every identified or presumed material with location, photograph, extent, condition and risk scores, lab certificates for sampled items, and a management plan stating what to monitor, what to label, and what (if anything) to remove. Plus reinspection dates, because a register is a living document.
